Why can't I select the .ipa file that is uploaded onto the App Store?

Because the server is deployed in the USA, files are not uploaded in real time. After you upload your .ipa file, wait for more than 10 minutes and refresh the page. When the page displays "Select a build version before you submit your app", your .ipa file has been uploaded onto the server. You can select an app version to update.

If you can't see it in half an hour, please check your email, Apple may send an email to your developer account, you need to refer to the tips in the email to make corresponding changes before rebuilding the app and uploading the ipa file.
