CEL means coverage enhancement level. It is divided into three levels, with values ranging from 0 to 2, corresponding to the signal attenuation of 144dB, 154dB, and 164dB respectively. The base station and the UE will select the corresponding information retransmission times according to the CEL where they are located. 0 means regular coverage, when MCL is less than 144dB, it is consistent with existing GPRS coverage. 1 means extended coverage, which is 144dB.
